Following reports of harassment and intimidation by members of a Stanislaus County anti-IHSS fraud unit, scores of homecare clients and their providers protested at a meeting of the county Board of Supervisors in Modesto. In budget impasses of the past, there was often a contingent of liberal members and advocacy groups who would suggest that the way to kill a bad budget was to put it up for a vote. The reasoning was that conservatives would never actually cast votes to do the awful things being proposed. Judge David Hunter (Alameda Superior Court) has issued an order for the Beckwith (Ellis) v. Wagner case that prohibits CDSS from implementing the policy that would have required counties to use ALL felonies and specified misdemeanors (including shoplifting) as disqualifying crimes for IHSS providers.  This means that DSS’ current attempt to force counties to use crimes beyond child abuse, elder abuse and fraud against government programs to not enroll someone or suspend a current provider’s enrollment remains blocked. The GOP nominee’s depictions are unfair, critics charge.  SACRAMENTO — Welfare advocates are criticizing Meg Whitman for ratcheting up her rhetoric against welfare recipients as she rails against waste, fraud and abuse in state government.  In a one-minute radio ad that Whitman recently began airing, she touts her plan to create a statewide grand jury to root out waste, fraud and abuse, promising to send to jail anyone “caught robbing the taxpayers.”

A large protest at the State Capitol against budget cuts in IHSS, CalWorks and Medi-Cal has resulted in the arrest of  more than 20 demonstrators, many in wheelchairs. The protest, which included an effigy of the Governor and people being wheeled in hospital beds, was aimed at urging lawmakers not to cut state jobs and protect funds going to pay for health and human services. On Monday, MTS (Metropolitan Transit System) of the city of San Diego, held an outreach for the disabled community. The purpose was for people with disablities, especially those using manual and power wheelchairs, to try out the ramp they are planning to put on all the new trolleys. The Department of Social Services (DSS), which administers IHSS, has again proposed to disqualify providers with any felonies (not just those specified by the current law)who did not complete their IHSS enrollment by May 24th.  This proposal was stopped earlier this year by the Courts in Beckwith v. The Dept. of Social Services (DSS) proposal, which was open to public comment until August 13, would require a provider to request permission from the county IHSS office to have their paychecks delivered to a post office box. A small number of local elders and disabled residents were able to get to the Town Square on Friday, Aug. 13, to protest Governor Schwarzenegger’s proposed cuts to the in-home services that make it possible for them to remain in their own homes. The protest against slashing the budget of the In-Home Supportive Services (IHSS) was the first in Garberville, but according to Cindy Calderon, the movement to save IHSS is statewide and protests and rallies are ongoing. Sam and I have been friends for over 30 years.  About 20 years ago my company moved from the beautiful Sierra foothills to San Diego, and I asked him if he wanted to tag along as shoveling snow isn’t fun when you’re over 50.  Sam agreed, found us an apartment, and packed.  We agreed to help each other get established in our new city for a year before committing to continue this arrangement. She is only different in the eyes of others.  I am attaching  a picture that represents the sweetness of my girl taken years ago but it is my favorite; the only school picture that turned out well.  I smiled at her and she smiled back and a miracle happened….my girl Bibi is 39 and severely Autistic….UDWA means so much to me….they have given me an outlet to tell my story.…IHSS literally saved our lives….without it my girl would be in jeopardy because she is a big girl and non-verbal….she is truly the love of my life and now I can share her with everyone!

My name is Rosy Haskins Perez and I want to share the story of my beautiful, amazing daughter Mandy.  She is a happy 34 year old; a young lady who continues to bless everyone that knows her.  The IHSS program here in California has made it possible for me to be her full time care giver and because of that, we have been able to keep Mandy at home with us where she continues to improve.

At the young age of 17, Mandy was in a car accident and she suffered a broken collar bone, a punctured lung and most devastating of all, a traumatic brain injury, which put her in a coma for 3 months.  We were told by all of the neurologists that if she lived, she would be a vegetable.. How can you put a price on love?  My amazing son sings all my songs by heart but can’t cross the street safely!  Stands up at a Celtic Women concert and blows kisses to the girls, but would accidentally burn down the kitchen if not watched.  This wonderful young man who would wander away and go into any house on the street, is my reason for living. He is the greatest joy I have ever known, and also the one who makes it impossible to work out of the house, or have any freedom like adults usually have.  I have made the sacrifices willingly and with great love and joy.  My life is caring for my son.  Everything else takes second place.
