Budget & Legislation

UDW is the home care providers union and the voice of caregivers in the State Capitol. We are fighting together for the issues that matter most to us and our clients: ending cuts to IHSS client hours, fighting restrictions to overtime and provider hours, expanding paid IHSS services and more. Read our 2020 legislative scorecard here!

Latest threat to homecare hurts all of us

Latest threat to homecare hurts all of us

By Vibiana Saavedra, caregiver, Santa Barbara County Right now, California caregivers and our families are facing uncertain times: from cuts to IHSS, to a potential 40-hour-per-week limit on provider hours. We are fighting back together to preserve care for IHSS clients like my daughter Malinda. And now comes the latest blow, a national court case called Harris vs. Quinn, which threatens quality care and the IHSS program as we know it. In an attempt to weaken the collective voice of working people, anti-worker billionaires have pushed Harris vs. Quinn all the way to the U.S. Supreme Court. This case isn’t […]

Caregivers speak out in wake of Governor’s updated IHSS budget

Caregivers speak out in wake of Governor’s updated IHSS budget

Minutes after Governor Brown released his updated budget plan on Tuesday, caregivers, seniors, and people with disabilities spoke out at the State Capitol to send the Governor a message about his proposed cuts to IHSS. “We’re here to tell legislators that with a budget surplus of billions of dollars, California must invest in the care of people with disabilities and our seniors,” said UDW Executive Director Doug Moore. The latest version of the 2014-15 budget proposal continues a 7% cut to IHSS hours and caps provider hours to just 40 per week; both unchanged since the Governor’s budget plans were […]

Protecting Homecare Together

Protecting Homecare Together

UDW fights back against attacks on homecare Since the beginning of this year, our union has been working nonstop to stand against recent attacks on homecare. In January UDW caregivers educated lawmakers at the State Capitol about how Governor Brown’s budget proposal would hurt California’s safety net. We also explained that it’s senseless to target IHSS for any cuts because homecare saves the state money! Speaking out against the Governor’s budget announcement at a UDW press event, Mary Burch, a caregiver from Stanislaus who cares for her 40-year-old daughter, commented on the devastating effects of the proposal saying,  “I would […]

Our 2014 Priority: Protect Homecare

Our 2014 Priority: Protect Homecare

Our work as caregivers makes a difference in the lives of others. In 2014, we are working together to stop cuts to the IHSS program and to strengthen the bargaining power of caregivers. Cuts to IHSS hours worsen poverty and quality of care Despite California’s $6.3 billion unexpected surplus, the Governor’s budget continues a 7 percent cut to IHSS hours, undermining quality homecare and our ability to earn a living wage. Since many of us are already among the working poor – earning just $10.00 per hour on average – cuts to IHSS hurt California’s economy and the health and […]

UDW day of action lifts up the voices of homecare

UDW day of action lifts up the voices of homecare

Together, we are standing up for homecare and defending dignity. On January 28th, UDW caregivers hosted an informational meeting in Sacramento for state legislators and decision-makers about the work we do and the people we serve (check out the video here).  We told them: It’s time to get rid of the 8% cut to IHSS California has an $8 billion surplus. It is wrong and unjustifiable to continue forcing seniors and people with disabilities to go without the care they need. UDW Executive Director Doug Moore spoke frankly to the group of lawmakers: “In the near future, one in five […]
