AB 889 (Ammiano) – would specially regulate the wages, hours, and working conditions of domestic work employees, as defined. Specifically, this bill would, among other things, provide a private right of action for a domestic work employee when those regulations are violated by his or her employer; provide an overtime compensation rate for domestic work employees; and require paid vacation for domestic work employees.

AB 1436 (Feuer) – would establish conditional voter registration, using an affidavit of registration, whereby a person would be permitted to register to vote after the 15th day prior to an election or on election day, and cast a provisional ballot to be counted if the conditional voter registration is deemed effective.

AB 2538 (John A. Perez) – current law prohibits an applicant from providing supportive services for 10 years following a conviction for, or incarceration following a conviction for, specified felony offenses. This bill would instead require the department to request a copy of the applicant’s criminal offender record information search response from the applicable county welfare department or public authority.

SB 411 (Price) – would enact the Home Care Services Act of 2011, which would provide for the licensure and regulation of home care organizations, as defined, by the State Department of Public Health and the certification of home care aides. The bill would exclude specified entities from the definition of a home care organization.

SB 1503 (Steinberg) – would state that it is the intent of the legislature to enact legislation that would integrate the IHSS program with other long-term care services, including nursing facility care and community-based services, to increase timely access to adequate long-term care services and enhance care coordination across long-term care settings.

The Legislation that Formed our Present IHSS System
– AB 1682 –
Assembly Bill 1682 (Honda, Villaraigosa, Shelley, Peace, Burton ) 1999 – required each county to establish an “IHSS Employer of Record” (resulting in the formation of the IHSS “Public Authorities” or PA’s) and guaranteeing IHSS home care workers in the State of California the right to collective bargaining. This bill also established that Advisory Committees/Boards be formed in each county, with consumer rights to majority representation and the right of consumers to train their own home care provider.
