Who We Are, What We Do

United Domestic Workers of America (UDW)/AFSCME Local 3930 was established in 1977 by followers of Cesar Chavez in San Diego, California. The first known labor union for homecare workers, UDW is the third union in American labor history to be founded entirely by people of color. Today, we are 91,000 caregivers living and working across 21 counties in the state of California: San Diego, Imperial, Orange, Riverside, Merced, Mariposa, Madera, Stanislaus, Tuolomne, Mono, Santa Barbara, San Luis Obispo, Kern, Placer, El Dorado, Butte, Sutter, Alpine, Sierra, Plumas, and Nevada counties.

For nearly 40 years, we’ve fought for California homecare providers, the elderly and people with disabilities who we serve, and the In-Home Supportive Services (IHSS) program. IHSS, one of the most humane and cost-effective programs in state government, allows people who would otherwise be sent to nursing homes or be institutionalized to stay in their homes. Homecare is about respect, dignity and independence – and it’s about keeping our communities thriving by caring for society’s most vulnerable citizens.

IHSS also makes economic sense because it keeps homecare spending in our counties. Homecare providers and our clients are able to remain in our communities. The money providers make is spent locally which generates millions of dollars in local economies.

Working together, we have seen many successes: from winning collective bargaining rights for IHSS caregivers in 1999, to participating in the recent lawsuit that successfully prevented the 20% across-the-board cut in service hours to IHSS consumers. When IHSS came under attack by former Governor Schwarzenegger, we worked tirelessly with other homecare unions and advocates to block the cuts.

Today, we continue to fight for better wages and benefits for homecare workers, which is the fastest growing occupation in America.  At the same time, we are engaged in coalition and community efforts to win justice for all working families.

UDW is a union for caregivers, by caregivers. Our job is to take care of Californians with disabilities, the sick, and the elderly. Our mission is to protect the dignity of our loved ones and neighbors.
